Assessment of progress achieved on the key benchmarks pursuant to paragraph 25 of resolution 2700 (2023): Report of the Secretary-General (S/2024/711)
- The report finds no progress on judicial and rule of law capacity, reduction of gang violence, or illicit arms trafficking.
- From July 2023 to June 2024, 6,390 intentional homicides were recorded, averaging about 532 per month.
- Kidnappings for ransom totaled 2,619 cases from July 2023 to June 2024.
- The police workforce fell to 12,931 officers as at 30 June 2024, an 8.2 percent decrease from June 2023.
- About 4,000 inmates escaped in March 2024, and the three main prisons are non-operational.
- Gangs control 85 percent of the Port-au-Prince metropolitan area, according to the Panel of Experts.
The report responds to the request in resolution 2700 (2023) for an assessment of the key benchmarks by 1 October 2024, prepared in coordination with the Panel of Experts. A Secretariat team visited Haiti from 19 to 22 August 2024 and met officials, civil society and international partners. The report concludes that there was no progress on any of the three benchmarks: judicial and rule of law capacity, reduction of violence by armed groups, and reduction of illicit arms trafficking. It documents attacks on state institutions, a shrinking police force, prison escapes, rising homicides and kidnappings, and widespread sexual violence by gangs. It notes the formation of the Transitional Presidential Council and the initial deployment of the Multinational Security Support Mission. The Secretary-General calls for faster international support and fuller implementation of the arms embargo and sanctions.
