- Up to 88 observers with support staff and equipment were expected to be deployed along the Dominican border to help implement the sanctions.
- The humanitarian situation worsened, with unemployment above 50 per cent of the active population and persistent malnutrition.
- Twenty-eight international personnel of the UN system were engaged in humanitarian assistance in Haiti and faced difficulties in moving personnel and supplies.
This is the Secretary-General's second report to the Security Council under paragraph 16 of resolution 917 (1994), which requires monthly review of the measures imposed on Haiti. The report states that the situation has deteriorated further because of actions by the government of Mr. Emile Jonassaint. The de facto authorities demanded the suspension of MICIVIH and declared its international personnel undesirable, and the Secretary-General evacuated the mission's international personnel on 12 July 1994. The report notes that no legislative action had been taken to prepare for the legislative elections due in November 1994. It covers measures to strengthen sanctions, including a planned deployment of observers along the Dominican border. It also describes worsening human rights and humanitarian conditions and the difficulties facing UN humanitarian staff.
