This is not a verbatim record. Under rule 55 of the Council's provisional rules of procedure a closed meeting produces an official communique issued through the Secretary-General instead, and that is what this one page is.

On 4 September 2009 the Council met in private, under resolution 1353 (2001) annex II sections A and B, with the countries contributing troops to MINUSTAH. It heard a briefing under rule 39 by Edmond Mulet, then Assistant Secretary-General for Peacekeeping Operations and later head of the mission himself. Members, Mr. Mulet and the participating troop contributors held an exchange of views. What was said is not recorded anywhere, which is the point of the format and worth knowing before anyone goes looking for the substance.

S/PV.6185 United Nations Security Council Distr.: General 4 September 2009 Original: English Official communiqué of the 6185th (closed) meeting of the Security Council Held in private at Headquarters, New York, on Friday, 4 September 2009, at 10 a.m. In accordance with rule 55 of the provisional rules of procedure of the Security Council, the following communiqué was issued through the Secretary-General in place of a verbatim record: “On 4 September 2009, the Security Council, pursuant to resolution 1353 (2001), annex II, sections A and B, held its 6185th meeting in private with the troop-contributing countries to the United Nations Stabilization Mission in Haiti. “The Security Council and the troop-contributing countries heard a briefing under rule 39 of its provisional rules of procedure by Mr. Edmond Mulet, Assistant Secretary-General for Peacekeeping Operations. “Members of the Council, Mr. Mulet and representatives of participating troop-contributing countries had an exchange of views.” 09-50302 (E) 040909 *0950302*
