UNODC Security Council Periodic Report, May 2025
- Records seizures in the border areas between Haiti and the Dominican Republic, including 36,000 rounds of various calibres with 18 rifle magazines, and a separate consignment of 8 rifles, a belt-fed machine gun, 14 pistols and approximately 4,000 rounds.
- Documents cash interdictions of 106,260 US dollars concealed within a package, more than 60,000 US dollars found in personal belongings, and more than 8 million gourdes, about 61,000 US dollars.
- Records the organized criminal group Baz Taliban stealing approximately 10,000 sacks of rice and kidnapping the crew.
- Identifies what enforcement lacks: information-sharing protocols, access to financial and criminal intelligence databases, and the legal authority to seize assets and impose sanctions.
- The seventh UNODC periodic report to the Security Council, issued 12 May 2025 for January to March 2025.
Transmitted by the Secretary-General on 9 May 2025 and issued as S/2025/303 on 12 May, this is the seventh quarterly report of UNODC under paragraph 9 of resolution 2692 (2023) as renewed by paragraph 19 of resolution 2743 (2024). It covers January to March 2025, which it characterizes as a period of deepening instability and intensifying violence. The section on firearms and ammunition trafficking argues that border security remains limited and that weapons continue to cross into Haiti at a high rate despite significant security investments, including armoured vehicles, surveillance systems and capacity-building for the Haitian National Police and the Forces armées d'Haïti. The section on illicit financial flows makes the complementary point that the same borders carry large sums of undeclared cash: significant cash seizures point to possible money-laundering schemes as criminal entities move proceeds across borders while evading financial oversight, and authorities in Haiti and The Bahamas have intensified cooperation in response. The report closes with recommendations.
