Note by the President of the Security Council
In paragraph 21 of resolution 2653 (2022), the Security Council requested the
Panel of Experts on Haiti, which was established pursuant to that resolution, to
provide an interim report to the Council. Accordingly, the President hereby circulates
the report received from the Panel of Experts (see annex).

Letter dated 13 March 2023 from the Panel of Experts on Haiti
established pursuant to resolution 2653 (2022) addressed to the
President of the Security Council
The Panel of Experts on Haiti, which was established pursuant to Security
Council resolution 2653 (2022), has the honour to transmit herewith, in accordance
with paragraph 21 of that resolution, the interim report on its work.
The report was provided to the Security Council Committee established
pursuant to resolution 2653 (2022) concerning Haiti on 2 March 2023 and was
considered by the Committee on 10 March 2023.
The Panel would appreciate it if the present letter and the report were brought
to the attention of the members of the Security Council and issued as a document of
the Council.

Interim report of the Panel of Experts on Haiti submitted
pursuant to resolution 2653 (2022)

The Panel of Experts on Haiti was established, for an initial period of 13 months,
on 21 October 2022 by the Security Council in its resolution 2653 (2022). The four
members of the Panel were appointed by the Secretary-General on 30 December 2022
and signed their contracts in the third week of January 2023. The Panel’s induction
took place in New York in the week of 6 February 2023, during which the Panel met
members of the Security Council Committee established pursuant to resolution 2653
(2022) concerning Haiti, as well as representatives of States from the region and a
number of United Nations entities.

The Panel started its investigations immediately after its onboarding process and
travelled to Haiti after its induction. The Panel has launched a number of preliminary
investigations into activities that threaten the peace, security and stability of Haiti,
including into allegations of actions described in paragraphs 15 and 16 of resolution
2653 (2022). The Panel has also initiated inquiries into the implementation of the
measures already imposed pursuant to paragraphs 3, 6 and 11 of the res olution.

While the Security Council, in paragraph 21 of resolution 2653 (2022),
requested the Panel to provide, after discussion with the Committee, an interim report
no later than 15 March 2023, the Panel has not had sufficient time to reach conclusions
that meet its evidentiary standards and will therefore provide details of its findings in
its final report, the submission of which was requested by the Council to be no later
than 15 September 2023. In addition, the Panel intends to provide periodic updates to
the Committee during its mandate, as appropriate.
