- The police budget is 32,934,625,344 gourdes, 24.03 billion of it operating and 8.90 billion investment, just over ten per cent of the national budget.
- At least ten armed attacks were carried out against police patrols and police and prison facilities.
- The network asks that the decree of 1 July 2022 and the order of 23 April 2024 on the risk allowance and career plan be implemented in full.
12 June 2025 marked thirty years of the Haitian National Police, and the network took the occasion to set out how the force is functioning and the conditions officers are expected to work in. The report runs through the effect of the security situation on officers, the budget the institution was given for the fiscal year, the salaries, promotions and bonuses granted, recruitment and training, the supply of equipment and police gear, the fight against armed groups, the Inspectorate General, attacks on police and prison infrastructure, and the officers killed between June 2024 and June 2025.
The budget is 32,934,625,344 gourdes, of which 24,031,755,434 for operating expenditure and 8,902,869,910 for investment, an amount the report puts at just over ten per cent of the national budget. At least thirty-three officers were killed over the year, sixteen of them, 48.5 per cent, between 5 January and 4 June 2025; sixteen of the victims were assigned to specialised units and sixteen died during operations against armed groups or in direct confrontation with them, and the report names them with the circumstances. At least ten armed attacks were carried out against police patrols and against police and prison facilities. The network argues that the Inspectorate General should be reporting on what it documents here, from officers forced to live at their posts to burdensome medical procedures for the wounded, opaque promotions and late pay. Its recommendations to the transitional authorities are to intensify the effort against armed groups with equipment matched to operational needs, to strengthen capacity building, to pay officers enough to support their families with dignity, to implement in full the decree of 1 July 2022 and the order of 23 April 2024 on the special risk allowance and the career plan, to redirect intelligence funds to the police, and to include the forces on the ground in the coordination of operations using kamikaze drones.
