Bad governance, insecurity, corruption and impunity: in one year the transitional presidential council has made a worrying situation worse
- The assessment is built on four terms: bad governance, insecurity, corruption and impunity.
- It examines the council members' pay, their appointments and their foreign travel.
- It covers the creation of the Office de Contrôle de l'Action Gouvernementale.
- It asks for every measure needed to hand over power on 7 February 2026, whatever the council has achieved by then.
The report takes the council's first year under political governance first: the remuneration of its members, the coordination between the council and the transitional governments, the choice of ministers, directors general and departmental delegates, the members' and the government's foreign travel, and the creation of the Office de Contrôle de l'Action Gouvernementale. It then turns to the restoration of security and to corruption and impunity, which the title puts alongside bad governance as the four terms of its assessment. Its recommendations include the transparent design and delivery of social assistance programmes for the poorest, and the adoption of every measure needed to hand over power on 7 February 2026 whatever the council's achievements by then.
