Fighting corruption in Haiti: an advocacy report for a better understanding of the state institutions
- The report names the acts the legal instruments define as corruption and the framework they give the institutions.
- Four bodies are meant to fight corruption: UCREF, ULCC, CNMP and BAFE, each presented in turn.
- Four institutions serving the public directly are examined because that is where citizens meet corruption: the DGI, the OAVCT, the ONA and the immigration service.
- The recommendations address citizens as well as the state, asking them to refuse and report corrupt acts and to demand services without intermediaries.
Misappropriation of public property, money laundering, illicit enrichment, over-invoicing, favouritism, bribery and influence trafficking are the principal acts the legal instruments define as corruption, and they give the institutions charged with fighting it a precise framework. The report is built to make that framework usable. It sets the context with specific corruption cases, then presents each of the four bodies meant to act on them: the Unité Centrale de Renseignement Economique et Financier, the Unité de Lutte Contre la Corruption, the Commission Nationale des Marchés Publics and the Bureau des Affaires Financières et Economiques.
It then turns to four institutions the public deals with directly, the Direction Générale des Impôts, the Office d'Assurance Véhicules Contre Tiers, the Office National d'Assurance Vieillesse and the immigration service, which is where the citizen meets the problem. The recommendations run in two directions. To the authorities: make public services available and accessible, display the price of every service, put a reception desk in every state institution, take drastic measures against corruption, punish those involved and give employees the means to do their work. To citizens: refuse to take part in corrupt acts, report them, and demand services from the state without going through intermediaries who charge for access.
