The assassination of Jovenel Moïse: the President was handed over by the officers responsible for his security

The report starts with the security arrangements and works outward. It sets out the context before the killing, describes the President's residence, and takes each of the three units charged with his protection in turn: the Unité de Sécurité Présidentielle, the Counter Ambush and Tactic Team, and the Unité de Sécurité Générale du Palais National. It then examines how the protection was coordinated, how the residence was guarded, and specifically how it was guarded on the night of 6 to 7 July 2021.

From there it reconstructs the events, sets out how the mission was planned, and locates each of the four named commanders of the specialised units during the attack. What follows the killing is treated as its own subject: the autopsy, the police operations and the judicial police inquiry, the people the police killed, the searches, and the arrests. The network's conclusion is that the President was handed over by officers responsible for his security. Its recommendations are that the police and the courts identify the intellectual authors, respect the judicial guarantees of everyone named at every stage, investigate the circumstances in which three Colombian nationals were killed by the police and the torture alleged by those arrested, transfer the file to an investigating magistrate capable of a meticulous inquiry, and protect the court clerks involved in the investigation who are now under threat.
