Investigation into the punitive expedition by BOID officers at Lilavois
- For one police officer killed, one man was executed after arrest and two more went missing after theirs.
- At least eight people were beaten, including a boy of five, and nine were arrested.
- Three houses and two hangars used as shops were burned, two houses ransacked, and vehicles burned or vandalised.
- The network tells the police that blind punitive operations will not end the security problem.
The report begins with the antecedent. On 30 September 2017 the people of Lilavois, a quarter of Croix-des-Bouquets, were celebrating the feast of Saint Theresa when BOID officers intervened, searched everyone present and shaved the braided hair of a man they took for a bandit, who said, according to residents, that each braid would be replaced by the head of a BOID officer. On 12 October an officer of that unit was shot dead at Lilavois 39 by armed men on motorcycles, and officers of the same unit then went into the area. The network interviewed police officers, the dead officer's family, victims of the expedition and residents. The toll it records, for one officer killed, is one person executed after being arrested, two more missing after being arrested, at least eight people beaten including a boy of five, nine arrested, three houses and two hangars serving their tenants as shops burned, two more houses ransacked, one car and one motorcycle burned and another car vandalised.
The network's argument to the police is that blind punitive operations will not end the security problem, and that the force must instead respect its own institution and set the example by following the rules, under which anyone who breaks the law is tracked, arrested and brought before a court. It asks the police authorities to shed light on the killing of the officer, to arrest and try those involved in it, to investigate the serial killings of police officers and try those responsible, to work with experts on a security plan for officers who are attacked and killed too easily, and to investigate the punitive expedition and sanction with the utmost rigour the officers who took part.
