Roadmap for the Ministry of the Environment (Pierre Simon Georges)
Summary: A roadmap sent on 29 March 2017 by Prime Minister Jack Guy Lafontant to Pierre Simon Georges at the Ministry of the Environment. It refers back to the general policy statement he put to the Senate on 14 March 2017 and to the Chamber of Deputies on 20 March 2017, then sets out what the ministry is to undertake over the five-year term.
Key Findings
- Organizes the mandate in four axes, natural resource management, sanitation, land-use planning and climate change, so the ministry's charcoal problem and its waste problem are treated as separate programs.
- Attacks fuelwood pressure from both ends: intensive reforestation and stronger state and local capacity against uncontrolled forest exploitation, alongside alternative projects for the rural population and reduced demand for forest fuels through alternative energy.
- Extends the remit to water as a regulated substance, with a stronger normative and legal framework, an inspection and surveillance system for water quality, assurance of safety for water intended for human consumption, and education for rational use.
- Requires a management capacity in every protected area in the country, which is the difference between a designated area and a managed one.
- Sets concrete sanitation deliverables: rehabilitating the wastewater treatment center, a national waste management coordination body, at least two modern landfills with sorting centers, and public-private partnership protocols with firms specialized in collection, transport, treatment, recycling and valorization.
- Requires biomedical and household waste to be managed, packaged, collected, transported and stored to prescribed standards, and norms drafted for the small firms specializing in solid and biodegradable waste treatment.
- Under land-use planning, sets reduction of the population living inside protected areas and risk zones, a global land-use scheme, and identification of population displacement zones with their basic infrastructure.
