Post-Cyclone Needs Assessment: Gender (cross-cutting) Sector (PDNA Matthew)
- Counts 1,029,000 women among those Matthew affected, 686,000 of them needing immediate assistance, and 304,347 affected households of which 121,739 are headed by single mothers.
- Finds 86,150 single female heads of household with homes seriously damaged or destroyed, 41,560 destroyed and 44,590 damaged, the destroyed figure being 40 percent of the 103,900 homes lost, which leaves those women and their children without their most fundamental asset.
- Sets total gender-sector needs at 77,394,004 US dollars, 61,194,004 short term, 9,900,000 medium term and 6,300,000 long term, with housing at 20,070,004 and nutrition at 15,912,000.
- Documents where women's income actually sat before the storm: marine fishing directly employs 54,000 families along 1,500 km of coast plus 12,000 traders and indirectly 7,000 madan sara buying and selling on the beaches, while women make up 44 percent of family farm labor and 40 percent of family helpers.
- Quantifies the hit to women's enterprises: of 3,400 businesses affected, 1,598 belong to women, and of 44,077,968 dollars of damage and losses in commerce, 20,716,644.33 falls on women-owned firms.
- Turns the reconstruction itself into the intervention, arguing that women should be trained into construction trades because these are the best source of employment in a rehabilitation context, with 2,000 women heads of household to be trained in building back safer, and notes the amended Constitution's 30 percent quota for elective and appointive office.
- Two figures in the volume do not carry their unit reliably: total commerce losses are given as 7,170,000 gourdes with 47 percent borne by women, against commerce damage and loss tables denominated in US dollars, and the short-term needs total is printed with a stray digit as 61,194,0004, the components reconciling to 61,194,004.
One of the thirteen sector volumes behind Haiti's post-disaster needs assessment for Hurricane Matthew, which crossed the Tiburon peninsula on 4 October 2016. Of those Matthew affected, 1,029,000 are women, 686,000 of them needing immediate assistance. 304,347 households were affected, 121,739 of them headed by a lone mother; 86,150 female heads of household had homes destroyed (41,560) or seriously damaged (44,590). The volume follows the standard PDNA structure: context, effects of the hurricane, recovery objectives and sector needs, human and social impact, sector priorities, and the sector policies and constraints that bear on recovery. It was published as approved by the ministry, with a notice that any divergence from the consolidated PDNA report of 31 January 2017 is unintentional, so it is the place to look for how the sector arrived at its figures rather than the summary in the consolidated report.
