Report on the 2nd Forum of Directors-General (7 March 2013)
Summary: OMRH's report on the second Forum of Directors-General held at the National Palace, a periodic gathering of the senior civil service to review the state of administrative reform and coordinate across ministries.
Key Findings
- Records the legal basis of the body rather than only its proceedings: the Forum of Directors-General is instituted by the decree of 17 May 2005 on the organization of the central administration of the state, whose article 99 makes it an information body responsible for monitoring, evaluating and harmonizing sectoral policies with each other and with the government's general policy, and whose article 100 has it convened and chaired by the Secretary General of the Prime Minister's office.
- Situates this second forum, held at the National Palace on 7 March 2013, as convened under a Council of Ministers resolution, with an address by the Secretary General and an intervention by President Michel Joseph Martelly.
- Sets its purpose as synergy and coherence between ministries, and as the place where directors-general can raise the problems of the administration and its human resources and look for solutions together.
- Covers four working sessions: monitoring and evaluation of projects by the public investment programme coordination unit, new working methods for producing the record of government action, improving communication with the press, and the state of progress of state reform.
- Splits the reform session between public finance reform, presented by the director general of the finance ministry, and administration and civil service reform, presented by the OMRH Coordinator General.
- Records an exchange on ministry websites in which the communication minister offered technical support to format or reformat them but stated she lacked the means to cover hosting costs, while ministries would not have to pay the technicians and consultants.
- Notes a discussion of billions sitting idle in project accounts, which is the execution problem the monitoring session was convened to address.
