Haiti's northern coast, from Cap-Haïtien east towards the Dominican border, is the stretch most often named as the country's tourism prospect, and this presentation from the tourism ministry sets out the opportunities there. Reading it against the rest of the September 2015 workshop is the point of holding it. The other papers establish that the state domain on the coast is undefined, that beach leases issued by the tax directorate are irregular, that the coastline itself is a contested definition, and that stretches of shore are already occupied by salt production and fishing. A tourism prospectus arriving into that situation is not simply an economic opportunity but a claim on ground whose ownership is unresolved, which is precisely why the CIAT convened both sides into one session rather than letting tourism planning and land administration proceed separately.
