Full Description

This is the appointing instrument of Haiti's current executive. Signed at the National Palace on 15 April 2024 by Prime Minister Ariel Henry and countersigned by his cabinet, and published the next day in Le Moniteur, 179th year, Spécial No. 15, it names as voting members of the Transitional Presidential Council the citizens Smith Augustin, Louis Gérald Gilles, Fritz Alphonse Jean, Edgard Leblanc Fils, Laurent Saint-Cyr, Emmanuel Vertilaire and Leslie Voltaire, and as observers without a vote Régine Abraham and Frinel Joseph. It rests on the decree of 10 April 2024 creating the Council, the political accord of 10-14 September 2021, and the National Consensus of 21 December 2022. Its most revealing passage is in the recitals: the Council of Ministers records that a counter-verification of the designated members' eligibility was rendered "quasiment impossible" because the required documents had not been produced, and appoints them anyway on condition that they file the papers later or resign. The issue also carries an errata and a reproduction of the order. For anyone dating the transition or checking who held a seat when, this is the primary text rather than a report about it.
