Sustainable Coastal Tourism Programme
- Presented jointly by the tourism ministry and the finance ministry's technical execution unit: sector policy plus delivery vehicle.
- Proposes coastal investment in the region Matthew had just demonstrated to be exposed, at a session assessing that exposure.
- The 2015 workshop's unresolved maritime-domain and beach-lease questions apply to whatever this program sites.
Tourism is the one sector for which Haiti's coast is routinely described as an asset rather than a hazard zone, and this program is the government's attempt to organize that around durability. Its joint presentation matters: the tourism ministry supplies the sector policy, while the finance ministry's technical execution unit supplies the delivery vehicle, which is how such programs actually get built. Presented to the Grand Sud Table Verte five months after Matthew, it sits in an uncomfortable and instructive position, proposing coastal investment in the region a hurricane had just demonstrated to be exposed, at a session where the adjacent papers were assessing that exposure. The 2015 coastal workshop's unresolved questions about the maritime domain and irregular beach leases apply directly to whatever this program sites.
