Full Description

This table, issued by the Ministry of Economy and Finance's Direction Générale du Budget, tracks execution of Haiti's FY2022-2023 budget (October 2022 to September 2023) as of the end of August 2023, expressed in millions of gourdes and covering spending financed from Treasury resources (domestic revenue plus direct budget support from international financial institutions). Against total credits of 214,550.00 million gourdes, 142,769.11 million had been spent, a consumption rate of 66.54 percent. The executive branch (Pouvoir Exécutif) alone accounted for 203,387.00 million in credits and had executed 134,421.28 million, or 66.09 percent, of which 60,146.97 million was salaries and 46,038.40 million operating expenses.

Within the executive, the social sector (Ministries of Education, Social Affairs and Labor, Public Health, Women's Affairs, and Youth and Sports) had executed 72.70 percent of its 44,936.18 million in credits, led by the Ministry of National Education at 86.42 percent. The economic sector had executed 52.77 percent, and the political sector 64.38 percent, with the Ministry of Justice and Public Security at 72.21 percent. Among independent institutions, the Superior Court of Accounts and Administrative Disputes (CSCCA) had executed 80.30 percent and the Electoral Council only 33.01 percent of its credits. Special energy-sector subsidies had already exceeded their allocation, at 107.17 percent of a 8,220.00 million gourde envelope.
