This document, a special issue of Le Moniteur, presents the decree establishing the rectified budget for the Republic of Haiti for the 2020-2021 fiscal year. The initial budget projections, based on economic recovery and improved security, were not met due to a series of crises. These include a worsening security situation, the resurgence of the COVID-19 pandemic in May 2021, the assassination of the President in July 2021, and the devastating magnitude 7.2 earthquake in August 2021 affecting the Southern Peninsula (Sud, Nippes, Grande-Anse departments), followed by tropical depression Grace. These shocks severely impacted economic activities and revenue collection.
The rectified budget aims to address these urgent economic and financial needs by adjusting budgetary allocations. Key priorities include intensifying interventions in the Southern Peninsula, strengthening prevention measures in high-risk departments (especially Nord), promoting accountability and transparency in fund usage for emergencies and reconstruction, and launching a financial audit of all emergency response funds once the situation stabilizes. The total rectified budget is 193 billion gourdes, a significant reduction from the initial 254.7 billion gourdes.
