Decree Establishing the Execution of the FY2022-2023 Budget and General Account of the Central State Administration
This is the closing instrument of the 2022-2023 fiscal year, in the form the Haitian executive uses when Parliament is not sitting: a decree rather than a settlement law (loi de règlement). It has two parts. The first sets out the provisions of the decree itself - forecast resources and charges, realized resources, executed expenditure, the Treasury special accounts, and the result for the year. The second is the General Account of the Central State Administration, a table apparatus running to roughly ninety pages: the budget's ways and means, a synthesis of budget execution, a line-by-line comparison of forecast against actual revenue, credits against expenditure actually incurred, disbursements by transfer letter, expenditure executed on public interventions, and the operations of each Treasury special account (pensions and trust funds, the CAS, the FDU and the FGDCT) with monthly breakdowns of both receipts and disbursements. It closes with the stock of public debt and debt service. Recovered from the site of the Ordre des Comptables Professionnels Agréés d'Haïti, which hosts it in connection with the public-accounting reform.
