Sustainability of Veterinary and Food Laboratories in the Northern Region
- The study assesses the sustainability of veterinary and food-control laboratories for the Nord, Nord-Est, and Nord-Ouest departments.
- The three northern departments are described as representing 20% of Haiti's total population.
- Surveyed demand included public institutions, cooperatives, associations, individual or family enterprises, and corporations or partnerships.
- Only 22% of surveyed institutions had already requested laboratory services for physico-chemical analysis of soil, food products, or veterinary products, while more than 80% of bromatological and agricultural institutions in the Grand Nord did not use agro-food and veterinary laboratory services.
- The stated likelihood of future use of a potential laboratory was 90% in Nord-Est and Nord and 80.57% in Nord-Ouest.
- The IHSI business count cited by the study gives more than 7,500 enterprises and businesses across the three departments, with Nord accounting for 63% of the total.
- The study estimates that 3,169 samples billed at an average 1,500 gourdes would generate 4,753,500 gourdes, while noting that MARNDR demand may represent up to 50% of samples and is not paid.
Prepared by Pascal Pecos Lundy with the collaboration of H. Charles and V. M. Guerrier, financed by the CARICOM Single Market and Economy on behalf of the Laboratoire Vétérinaire et de Contrôle de Qualité des Aliments de Tamarinier, and dated July 2015. The report examines the sustainability of establishing veterinary and food laboratories across the northern region - Nord, Nord-Est and Nord-Ouest - which the text also refers to as the Grand Nord. Laboratory capacity is the binding constraint on sanitary certification, and therefore on formal agricultural export, so this is infrastructure analysis with direct trade consequences. It is one of very few documents in the corpus on Haiti's agricultural laboratory network.
