Bulletin of the ISPAN, No. 8: 1979-2009: Thirty Years of ISPAN
Summary: The institute's own anniversary issue, recording that in 1979 the Haitian state turned the Service de Conservation des Monuments et Sites Historiques, founded seven years earlier by Albert Mangonès, into a state body by decree. The cover is the Batterie Royale of the Citadelle Henry.
Key Findings
- ISPAN Bulletin No. 8 reviews the institution's first thirty years from 1979 to 2009.
- The bulletin explains that the 28 March 1979 decree created ISPAN as an autonomous technical body for monuments and historic sites.
- ISPAN's mandate covers inventory and classification, restoration and enhancement studies, execution oversight, support to public and private heritage-safeguarding activity and public documentation.
- The issue places ISPAN in a longer heritage policy history that includes works under Stenio Vincent, early monument legislation and later tourism-linked restorations.
- It argues that heritage conservation was gradually separated from tourism tutelage and placed under a dedicated national institution.
- The bulletin also records World Heritage management expectations for the Citadelle, Sans-Souci and Ramiers National Historical Park.
