RGPH 2003 Census Manual: Instructions for the Coding Supervisor

This IHSI manual gives instructions to supervisors of verification, critique and coding for Haiti's Fourth General Population and Housing Census. It was prepared for supervising manual questionnaire processing within the verification, critique and coding unit, while also serving as a guide for anyone supervising coding agents. The manual defines the objectives and content of the supervisor guide, presents manual processing, explains the organization and execution of the operation, lists work documents and materials, and sets out the duties, responsibilities and prohibited actions of supervisors. It also describes relations with the unit head, principal supervisor and coding agents, then gives supervision procedures for controlling questionnaire lots, verifying critiqued and coded questionnaires, supporting agents, preparing activity reports, and managing personnel and material resources. The annexes include CODIF forms for work monitoring, requisitions and reports. The manual is part of the operational evidence for the 2003 census because it documents the quality-control layer above coding agents.
