RGPH 2003 Census Manual: Instructions for Coding Agents

Summary: Field manual for Haiti's Fourth General Population and Housing Census (RGPH 2003), covering instructions for coding agents. It sets out the census organization, the definitions and conventions enumerators and supervisors were to apply, and the procedures for the stage it governs. Together with the other manuals in the set it documents how the 2003 count was actually conducted, which is what any later use of its figures has to be read against.

Full Description

This IHSI field manual gives instructions to verification, critique and coding agents for Haiti's Fourth General Population and Housing Census. It explains the objectives and content of the manual, defines manual processing, and describes why verification, critique and coding were important before data entry. The manual lays out the organization of the operation, the execution process, work documents and materials, the duties of coding agents, and what agents must and must not do. It presents the RGPH questionnaire modules, including localization, housing unit, collective residence, household dwelling, household deaths, information for each person, and work evaluation. It then gives procedures for receiving lots of questionnaires, controlling, renumbering and classifying them, preparing them for critique, correcting errors, coding open responses, and using classifications for occupations, industries, countries, territorial divisions and educational level. The annexes provide transmission, reception, handover and monitoring forms. The manual documents how census questionnaires were manually checked and coded so that data processing could preserve consistency and quality.
