The ULCC is the institution Haiti's anti-corruption reporting is built around and the counterpart named in its Inter-American and UN convention reviews, so its founding decree is a reference point those reviews cite. Signed at the National Palace on 8 September 2004 under the provisional presidency of Boniface Alexandre.
