Arrêtés creating the Lagon des Huîtres natural national park and the Martissant urban national park, and amending the Forêt des Pins division, Le Moniteur No. 55 of 7 April 2017
- Two parks are created and delimited: Lagon des Huîtres, a coastal wetland, and Martissant, an urban park inside Port-au-Prince.
- The arrêté of 8 January 2014 dividing the Forêt des Pins park in two is amended in the same issue.
- The preamble rests on the 1926 reserved forests law and the 1940 heritage law.
- Martissant is one of the few green areas in the metropolitan area, and its value is drainage and ravine management as much as amenity.
Le Moniteur, 172e année, No. 55, Friday 7 April 2017, under Jovenel Moïse.
The issue carries three protected-area instruments and three nominations. It creates and delimits the Parc national naturel de Lagon des Huîtres and the Parc national urbain de Martissant, and amends the arrêté of 8 January 2014 that divided the Parc national naturel Forêt des Pins into two parts. The preamble cites constitutional articles 36-5, 136, 253, 253-1, 254 and 255, the law of 3 February 1926 on reserved national forests and the law of 23 April 1940 allowing designation and delimitation by presidential arrêté.
Martissant is an urban park inside Port-au-Prince, which makes it a different object from the mountain parks: its value is open space, drainage and the ravine system in a dense quarter, and it is one of the few green areas the metropolitan area has. Lagon des Huîtres is a coastal wetland. The issue also names Ems Excévs Special Adviser for Major Projects and Avenide Joseph and Marie Marthe Martine Denis spokespersons of the Presidency, appointments that date the same cabinet whose draft bills this corpus holds.
