The Plan de Gestion des Pestes et des Pesticides prepared in November 2017 by Michel Sylvestre Azar and Dominique Francisque for the Projet Territoires Productifs Résilients.
A pest and pesticide management plan is the safeguard document a financed agricultural project must produce before it can distribute inputs or fund intensification. It sets out the pest situation, the regulatory and institutional framework governing pesticide import, registration and use, the integrated pest management approach to be followed, the handling, storage, application and disposal rules, the training and monitoring arrangements, and the budget for each.
Pesticide regulation is one of the weaker parts of Haitian agricultural administration, and the plan's regulatory review sets out what is in force. The corpus holds the 2013 quarantine regulations, the 2014 draft law on medicines and poisons, the 1955 law on pharmaceutical and biological products and the MARNDR sector documents, against which the plan's institutional findings can be checked.
