Development Plan for the Haut Maribaroux Communal Section
- The development plan was prepared for Haut Maribaroux commune section with FAES support under a participatory decentralization approach.
- It aims to provide the community and local authorities with a guide for managing local development and channeling resources.
- The plan links local planning to Haiti's decentralization framework and to PAIP support for productive initiatives in disadvantaged rural areas.
- It identifies major constraints in water, health, housing, family latrines, education, agriculture, flooding and roads through problem and objective trees.
- Priority projects combine economic infrastructure and social services, with economic projects taking most of the budget.
- The plan gives institutional roles, urgent measures, project sheets, monitoring arrangements and expected results for implementation.
Dated August 2007 and covering the Haut Maribaroux communal section in the Nord-Est department, this plan follows directly from the participatory diagnosis of the previous month. Its acknowledgements record the institutional support behind it: the Directorate General and the Nord/Nord-Est regional bureau of the Fonds d'Assistance Économique et Sociale, and named facilitators who trained the team in the tools of the Méthode Accélérée de Recherche Participative. Planning at the communal-section rather than commune level makes it unusual in the territorial planning material: it is a sub-commune instrument, and it is the only plan in the corpus at that scale for the Nord-Est.
