This communal development plan covers Plaine-du-Nord commune in Haiti's Nord department for 2022-2027. It was prepared under the Ministry of the Interior and Territorial Collectivities through its project coordination unit and the Ministry of Public Works, Transport and Communications through its central execution unit. The plan sets out a four-phase methodology: preparation, communal diagnosis, planning, and implementation, followed by final drafting, restitution and validation. Its diagnostic chapters review the commune's history, administrative organization, physical territory, climate, relief, hydrography, water resources, geology, soils, land cover, environment, disaster risks, spatial organization, demographics, land tenure, cadastre, urbanization, housing, telecommunications, energy, mobility, local government and public services.
The sampled text reports average temperatures around 26 degrees Celsius, monthly rainfall ranging from 70 to 245 mm, and wind speeds above 15.6 kilometers per hour during the windier season. It describes Plaine-du-Nord as a mostly flat commune, with more than 60 percent of the territory in plains and 54 percent of the commune classified as flood-prone, especially in Baisse-Plaine and Bassin-Diamant. The plan also details geomorphology, slopes, hydrogeology, agricultural potential, land cover and erosion risk. It states that roughly 60 percent of land is cultivable but less than 50 percent is exploited, that agricultural surfaces occupy about 7,425 hectares or 73.6 percent of the commune's approximately 10,080 hectares, and that 45.98 percent of the commune has excellent to medium agricultural potential.
Later sampled sections identify land-tenure weaknesses, weak public land control, non-modernized property archives, insufficient notarial services, high procedural costs and growing unplanned urbanization, including development in wetlands and along access roads since 2017.
