Below-average rainfall persisted over Haiti for a second consecutive month, with most of the country receiving 60 percent or less of average rainfall over the previous 30 days. Vegetation health remained average to above average despite the deficit, and average rainfall was forecast for the following seven days. This is the second consecutive below-average month, which is what the title records.
