Socio-Economic Assessment of the Commune of Léogâne: Socio-Economy and Infrastructure
- The assessment treats Leogane's post-earthquake situation through socio-economic and infrastructure lenses, with chapters on agriculture, population, operators, social services, roads, water, sanitation, schools, health, markets and community organizations.
- The text reports severe earthquake damage to housing, public buildings, agriculture, small agro-industries, stocks, labor availability and market outlets.
- The commune's population is described as very young, with a large urban share in Leogane town and Trouin.
- Agro-processors were heavily affected, but many operators still reported stable or rising profits despite lower sales.
- Community organizations were numerous and often formalized, with most reporting statutes, internal rules and statutory meetings.
- The infrastructure diagnosis points to needs in hygiene improvement, repair and reinstallation, while the appendices document many local organizations and infrastructure views.
Prepared for the Fonds d'Assistance Économique et Sociale and the German development bank KfW by Abel Bernard, Elda Deronnette and Roosevelt Saint-Dic, and dated November 2010, this assessment covers the commune of Léogâne across socio-economic and infrastructure dimensions. Léogâne was the epicentre of the 12 January 2010 earthquake and among the most heavily destroyed communes in the country, so an assessment completed ten months later is a record of the commune at the point where emergency response was giving way to reconstruction planning. It is the only Léogâne-specific assessment in this batch, and one of the few commune-level post-earthquake evaluations in the corpus.
