Evaluation of Fisheries Projects Financed by FAES
- The evaluation synthesizes exchanges with partners to improve the impact of FAES's local development and rural productive-initiative programs in fisheries.
- It covers projects for new fishing techniques and fish-aggregating devices in Grand Goave, Fort-Liberte, Nippes, Belle Anse and Marigot.
- The report identifies fishers and fish merchants as core targets, with a specific focus on women's economic role in the fish value chain.
- It finds fish merchants living in precarious conditions, often as female heads of single-parent households with limited schooling and weak participation in project management.
- Fishers reported relying on fishing income for food, health, education and clothing, while facing boat shortages, lack of credit, rights violations and weak market absorption during large catches.
- Recommendations emphasize low-interest credit, equipment for preparation, conservation and marketing, management training, environmental protection, disaster prevention, cooperatives, community projects and networks linking fish merchants and fishers.
Prepared by consultant Evelyne Pierre-Louis for the Fonds d'Assistance Économique et Sociale and dated February 2009, this report evaluates the fisheries projects the fund had financed. FAES is Haiti's social investment fund, and an evaluation across its fisheries portfolio rather than a single project is comparatively rare - it allows the question of what worked across a set of similar investments to be asked. It predates MARNDR's own maritime fisheries program of 2010 and the artisanal fisheries development program of 2016-2017, both held in this collection, so it records the state of fisheries investment before those frameworks existed.
