S/2025/304 United Nations Security Council Distr.: General 12 May 2025 Original: English Letter dated 9 May 2025 from the Permanent Representative of Canada to the United Nations addressed to the President of the Security Council The Ad Hoc Advisory Group on Haiti of the Economic and Social Council, which I have the honour to chair, is deeply concerned about the catastrophic humanitarian crisis in Haiti and the immense suffering of the Haitian population due to escalating violence in the country, as heavily armed gangs expand their territorial control. Haitian security institutions, with the assistance of the Multinational Security Support Mission, are working hard to re-establish State authority over neighbourhoods dominated by gangs. The situation, however, demands much more support to secure communities and vital transport routes, enable access to essential services and prevent further violence. The situation is rapidly deteriorating, with dire consequences for the country and the region. Haiti stands at a crossroads, and the international community has the responsibility to act decisively. I implore the Security Council to respond to Haiti ’s request for urgent, robust and sustained assistance to restore security for the Haitian population. Haiti cannot wait. I would be grateful if the present letter could be brought to the attention of the members of the Security Council and circulated as a document of the Council.
