Post-Matthew Stocktaking: Rural Development Unit, South
- Structured as a results framework: context, objectives, expected results, activities and coordination.
- Coordination is the operative section, given that this collection's recurring finding is Haitian plans failing at execution.
- Places DINEPA and its southern regional office inside the recovery structure, a year after DINEPA was recorded as absent from Les Cayes.
This is the program-management view of post-Matthew recovery in the South, and its structure is that of a results framework: context and justification, the objectives set, the results expected, the principal activities, and how coordination is arranged. Its practical interest lies in the last of those, because the recurring finding across this whole CIAT collection is that Haitian plans fail at execution for want of coordination between actors who answer to different chains of authority. Naming DINEPA, the national water and sanitation authority, and its southern regional office among the actors places water and sanitation delivery inside the recovery structure rather than beside it, which is notable given that the Les Cayes waste paper from the previous year had recorded DINEPA as simply absent from that city.
