It consolidates project operating plans, the budgets of regulatory structures and the budgets of utility operators, and it is a prerequisite for a performance-based condition under the World Bank-financed EPARRDD project. The budget is split among drinking water access, sanitation access and institutional strengthening. The text lists planned works and activities by sub-sector, department and commune, with the financing source for each. It also reports the staff and monthly payroll by administrative entity and the portfolio of financing programs, several of which close in 2026 and 2027.
