Semiannual Progress Report on the PReGeFiP Project, January to June 2026
- Three of four development-objective indicators show progress, but only the customs fluidity target (N01) is likely to be met by December 2026.
- The SIGFIP financial-statements indicator (N04) cannot be met and must be restructured: the system goes into production on 1 October 2026.
- The AGD published three of four targeted customs statistical reports, while electronic payment in SYDONIA is still not in service.
- Component 2 scored 5/5 and component 3 4/4 on intermediate indicators; 6 of 11 intermediate targets are projected for December 2026.
- Procurement mirrors the component hierarchy: 0 contracts for component 1, 5 of 12 for component 2, 3 of 6 for component 3.
- Context: request to extend the IMF staff-monitored programme to 19 June 2027 and an EU budget-support commitment of EUR 33 million in April 2026.
The second semiannual progress report of the Commission de Réforme des Finances Publiques et de Gouvernance Économique on the PReGeFiP project (Projet de Renforcement de la Gestion des Finances Publiques), dated July 2026 and covering January to June 2026. It reviews the project in three passes: results against the development-objective, intermediate and performance-based-condition indicators; operational performance by component; and procurement.
The introduction sets the context: the transfer of executive power from the Conseil Présidentiel de Transition to the Council of Ministers under the Pacte National pour la Stabilité et l'Organisation des Élections, with a first electoral round promised before the end of 2026 and an elected president by 7 February 2027; continued gang violence reported by BINUH in Artibonite, Centre and Sud-Est; the government's request, with the BRH, to extend the IMF staff-monitored programme to 19 June 2027; the European Union's April 2026 commitment of EUR 33 million in budget support; the Grand Nord recovery and development plan 2025-2030; and new World Bank and IDB financing.
On results, three of the four development-objective indicators show progress. Under component 1 the customs administration (AGD) pursued risk-management and electronic-payment integration with SYDONIA (indicator N01) and published three of the four customs statistical reports targeted for December 2026 (N02), though electronic payment is not yet in service, systems do not interoperate, and some customs offices operate outside SYDONIA. Under component 2 the program-budgeting expert delivered a work plan, a sector-strategy guide, a medium-term expenditure framework guide, an emergency investment selection method and a classification of Public Investment Program projects (N03); the indicator on SIGFIP-based annual financial statements to the CSCCA (N04) cannot be met and must be restructured because SIGFIP goes into production on 1 October 2026. Component 2 scored 5/5 and component 3 4/4 on intermediate indicators; the commission projects 6 of 11 intermediate targets by December 2026 but only the first development-objective target. Component 3 advanced fastest: the project-management assistance (AMOA) contract was signed by the MEF on 26 June 2026, citizen-budget activities continued, and a training on digitizing CPI collection was held in Cap-Haïtien. Procurement mirrored this hierarchy: no contract concluded for component 1, 5 of 12 for component 2, 3 of 6 for component 3. The conclusion calls for closer, indicator-by-indicator monitoring once component 1 is reconfigured and for scheduled consultations with the AGD, UTP and UCP.
