FY2025-2026 Annual Public Procurement Plan, MENFP, revised

This is the second amended annual public procurement plan (PAPMP, marked 'AMENDÉ II', version of 20 August 2026) of the Ministère de l'Éducation Nationale et de la Formation Professionnelle (MENFP) for fiscal year 2025-2026, on the CNMP standard form, with 40 lines. The two largest lines are each 2,000,000,000.00 gourdes: single notebooks for grades 1 to 4 of fundamental school for the 2026-2027 academic year (line 11, FM, code 1211-301, AOON, December 2025 to February 2026) and single textbooks for grades 5 and 6 of fundamental school for 2026-2027 (line 27, FM, code 290, AOON, February to April 2026). School furniture for public schools is 700,000,000.00 gourdes (line 06, TF code 402, AOON). School kits for public school pupils for 2026-2027 (line 01, FM, AOON) and school uniforms for fundamental pupils (line 04, TF, AOON) are 600,000,000.00 gourdes each. Computer equipment for technical directorates and laboratories for regional public universities (UPR), marked continuation, is 546,000,000.00 gourdes (AOON). Supplies for the State examinations (line 02, TF code 919, AOON) and traditional textbooks for the third cycle and new secondary (line 05, TF code 290, GRGR) are 500,000,000.00 gourdes each. Construction and equipment of the Université Publique du Sud-Est campus is 210,000,000.00 gourdes (line 38, TI, AOON), with a note that execution moves to 2026-2027 because available funds do not cover the bids received. Fuel through DINASA and BANDARI is 165,000,000.00 gourdes (line 17, GRGR). Digital interactive content for single textbooks on tablets, with UNICEF named, is 150,000,000.00 gourdes (line 21, FM, GRGR). Office supplies and furniture for MENFP operations are 140,000,000.00 gourdes (line 09, AOON). Other lines include printing 35,000 revised new-secondary programs at 55,000,000.00 gourdes (GRGR), telecommunication services with Unigestion Holding S.A. Line 16, vehicle rental for the State examinations, is marked cancelled.

Modes used are AOON, GRGR, AORN, DEPX, DEPS, PRAL and DECO. CNMP a-priori control is marked 'Oui' on most lines and 'Non' on lines 13, 14, 19, 20, 31, 32, 33, 35, 36, 37 and 39. Launch dates run from July 2025 to June 2026 and signatures from January to August 2026. The form marks several lines 'Annulé' (cancelled). A closing note states that because the fiscal year closes on 30 September 2026, the first payment tranche for contracts launched in June 2026 and signed in August 2026 is limited to 30% of the amount, with the balance programmed in the FY2026-2027 plan as continuation contracts. No total is printed.
