- Most smaller lines, from 25,000,000 to 51,000,000 gourdes, are let by direct agreement with launches in April 2026 and five-month execution periods.
The annual public procurement plan, or PAPMP, that the Fonds National de l'Éducation filed with the Commission Nationale des Marchés Publics for fiscal year 2025-2026. The version is dated August 2026.
A PAPMP is the table an institution is required to publish setting out what it intends to procure over the year, in chronological order of priority. Each line names the object of the contract, the source of financing, the budget code or project reference, the credits available, the nature of the contract as services, supplies, works or intellectual services, the procurement method, the planned launch and signature periods, whether CNMP prior review applies, the location of execution, the expected duration, and the quarterly profile of spending.
This plan is almost entirely works, and almost entirely school buildings. The fund pays for it from its resources. The financing column reads fonds propres throughout. The two largest lines are a school construction in the Ouest at 250,000,000 gourdes, to be launched in June 2026 by open national tender with CNMP prior review and a thirteen-month execution period, and a construction at Mare Blanche in the Sud-Est at 243,000,000 gourdes by direct agreement over ten months. Smaller lines of 51,000,000, 47,000,000, 30,000,000, 26,000,000 and 25,000,000 gourdes cover national schools and lycées in the Sud, the Grand'Anse and the Nord-Ouest, mostly by direct agreement, with launches in April 2026 and five-month execution periods.
Read against the fund's FY2024-2025 plan, which the corpus holds as a revised version, the institution states here what it intends to buy in the following year. It is not a record of what it spent.
