National Chart of Accounts for Commercial, Industrial and Agricultural Enterprises
- The national chart of accounts applies to industrial, commercial and agricultural enterprises operating in Haiti, regardless of form, legal status or nationality.
- Foreign enterprises established in Haiti as branches, agencies or other forms are subject to the plan for activities carried out in Haiti.
- Enterprises must close accounts at the end of their financial year and submit accounting documents to the tax administration within the income-tax-law deadline.
- The National Accounting Council is created as a decentralized body under the finance authority and is responsible for preparing and managing the chart of accounts.
- The council may propose changes to account nomenclature and content and give opinions on matters protecting the public interest in accountancy.
- The plan covers accounting concepts and principles, general provisions, the account list and operation, general accounting, national accounting and terminology.
- The opening notice says the plan may be modified as needed, with modification notices published in Le Moniteur.
The reference instrument for private-sector accounting in Haiti, published by the Conseil National de la Comptabilité under the ministry then styled Ministère de l'Économie, des Finances et de l'Industrie. It is organized in six chapters: accounting concepts and principles; general provisions covering bookkeeping, standard-setting, the books to be kept and the information to be disclosed; the chart of accounts itself, with the list of accounts and rules for their operation; general accounting, covering valuation methods, the valuation of asset and liability items, determination of the result, consolidation of balance sheets, the synthesis statements and an annex on historical-cost recognition; national accounting; and a terminology. A prefatory notice states that the chart will be amended from time to time as needs require, with only the amended pages reissued - so a copy's completeness depends on which updates the holder has inserted. Recovered from the site of the Ordre des Comptables Professionnels Agréés d'Haïti, the professional body that applies it.
