Legislative Body of Haiti • 2017-09 • 5 pages
Summary: The law organizing and regulating work over a twenty-four hour day divided into three eight-hour shifts, published in Le Moniteur Special No. 29 of 21 September 2017. It gives a legal basis to continuous three-shift operation, the arrangement industrial employers had sought in order to run plant around the clock.
Full Description

Known in Haiti as the 3x8 law, this instrument sets the terms on which a working day of twenty-four hours may be organized in three successive shifts of eight hours. It is grounded in the constitutional labor articles (articles 35 and its sub-paragraphs, together with articles 111, 111-1 and 136 of the amended Constitution of 29 March 1987) and in international labor conventions cited in its preamble. Its economic significance is in the manufacturing sector: continuous operation raises the utilization of installed capacity in assembly and export industries, and the absence of a clear legal basis for three-shift working had been raised as a constraint by industrial employers. The law was voted alongside the law creating the National Solid Waste Management Service (SNGRS), with which it shares the gazette issue - Le Moniteur, 172nd year, Special No. 29, Thursday 21 September 2017.
