Law of 8 December 1959 on Immigration and Emigration
Haiti is a country defined in large part by movement - outward migration to the Dominican Republic, the United States, Canada and the Caribbean, and the return and deportation flows that accompany it - and this 1959 law is the base statute governing entry to and departure from the territory. It was passed under François Duvalier and repeals or amends a long line of earlier instruments, including the law of 27 August 1912 on the consular service, the law of 27 December 1923 providing for the control of immigration into Haiti, and the law of 28 January 1925 amending it. This copy is not the gazette itself but a State Printing Office offprint issued by the Department of Foreign Affairs, described on its cover as an extract from Le Moniteur No. 128 of Thursday 10 December 1959. Read against the corpus's migration and displacement material - deportation from the Dominican Republic, IOM's displacement tracking - this is the domestic legal frame those flows meet on arrival.
