The Waste Problem in the City of Les Cayes

This is the local counterpart to the national waste policy presented at the same session, and its value is that it puts numbers on municipal capacity rather than describing it in adjectives. Les Cayes is a city of 74,000 inhabitants. The mairie's collection fleet is one truck and two motorcycles, which the paper states as an incapacity rather than an inventory. DINEPA, the national water and sanitation authority, is recorded as absent. The paper also raises land-use mixing as a compounding factor, with a processing plant sited in residential areas, and the distance to the dump site as a further constraint on what the existing fleet can achieve.
