PHARES Programme: Proposed and Selected Localities
- Publishes, developer by developer, which localities were proposed for PHARES solar mini-grid concessions and which advanced to full proposals.

PHARES is the Haitian program for rural community access to solar energy, run by ANARSE under MTPTC. This document publishes the outcome of its first competitive window, and it is the record of who bid where.
Developers submitted succinct proposals naming candidate localities, an evaluation committee assessed them, and the document lists both the localities each developer proposed and the subset selected to advance to full proposals. The named developers include SKDK, Enerside Energy, FRIEM, Chantiers d'Haïti and EarthSpark International, and the pattern of selection is as informative as the totals: several developers saw only a fraction of their proposed localities carried forward, and at least one, proposing six localities across Nippes, had none selected. Localities range from single-site bids such as Carice and Île de la Tortue to EarthSpark's twenty-three-locality proposal across the southern peninsula.
The document also sets the baseline. At program launch in September 2020 mini-grid development was already under way at sites from an earlier UNDP effort and from the December 2018 concession tender, and it tabulates their status, with Mont-Organisé, Capotille and Vallières recorded as under construction and Borgne, Pilate, Plaisance, Anse-à-Galets, Pointe-à-Raquette, Anse-à-Pitre and Thiotte in negotiation. Sites already served by EDH are listed in annex as ineligible, which makes the document a statement of the off-grid frontier as ANARSE drew it in 2020.
Use it as the bridge between the program's design and its results: it names the localities, so it can be joined to the commune-level allocation ANARSE published in 2019 and to the project outcomes reported in later annual reports.
