Marine Protected Areas of the Grand Sud: Situation and Prospects
- Distinguishes declared marine protected areas from areas still moving toward operational management.
- Places ANAP's national mandate inside the regional implementation problem of the Grand Sud.
- Shows that protection status alone is not enough without management capacity.
This is the pre-Matthew institutional baseline for the Grand Sud's marine protected areas. It sets out the role of the national protected-areas agency, then moves from national structure to the marine areas of the Sud department and the Grand'Anse, distinguishing areas already declared from those identified and still moving toward operational management. The importance for territorial planning is the link between a protected coastline and the administrative capacity to manage it: a declared area is not yet an operating institution, and the presentation treats that transition as the core problem.
