Country Partnership Framework: Spanish Cooperation in Haiti 2015-2017
- Spending is concentrated by design. Three departments and three lines of action take most of the 51.6 million euros, on the stated reasoning that the number of bilateral and multilateral agencies already working in Haiti makes specialisation the only way a mid-sized donor adds anything.
- Water and sanitation and education are identified as the sectors where Spanish cooperation holds the clearest comparative advantage, assessed against what local actors said.
- Education access had improved sharply while the system stayed overwhelmingly private: net primary enrolment nearly doubled between 1993 and 2011, and 88 percent of places were supplied by private providers.
- The framework attaches to Haitian planning instruments, taking its results from the 2014-2016 Triennial Investment Plan.
The Marco de Asociación País is the instrument through which Spain sets out what its development cooperation will fund in a partner country over a fixed period, and this one covers Haiti from 2015 to 2017. It was signed in Port-au-Prince on 16 June 2015 by the Spanish Minister of Foreign Affairs and Cooperation and the Haitian Minister of Planning and External Cooperation.
The framework forecasts 51,587,263 euros over the three years and concentrates it geographically, naming Sud-Est, Ouest and Sud as priority departments. Three lines of action from Spain's Fourth Master Plan carry most of the programme: the human right to water and sanitation, the right to a quality basic education, and strengthening public sector management structures. Rural and territorial development with agriculture as a key sector, environmental sustainability, and women's rights are also retained, while health, cultural expression, disaster risk prevention and democratic quality sit at a second level.
The diagnosis behind those choices is set out in the opening chapters and is the part most useful outside the cooperation context. It records a Gini coefficient of 0.5921 in 2014, 72.2 percent of the population living on less than 2 dollars a day and 54.9 percent on less than 1.25, net primary enrolment rising from 47 percent in 1993 to 88 percent in 2011 against 88 percent of places supplied privately, 64 percent of the population on improved water sources in 2012, child undernutrition at 11.4 percent, and more than 62 percent of births taking place without medical personnel.
The document also places Spain within the aid architecture of the period: alignment to the government's Strategic Development Plan and its 2014-2016 Triennial Investment Plan, participation in the CAED aid coordination framework launched in 2012, and the G-12+ donor group. It names the Inter-American Development Bank as the partner for water and sanitation and for artisanal fisheries, and UNESCO for the Escuelas Taller vocational schools.
