Emergency assistance and protection to vulnerable persons affected by migration

Published title: Emergency assistance and protection to vulnerable persons affected by migration patterns between Haiti and the Dominican Republic

US$ millions unless stated. Haitian fiscal year, October to September. FY2026-27 began October 1, 2026.

Description

The Dominican Republic (DR) constitutional court decision TC 168/13 has put a spotlight on migration patterns in the area bordering Haiti and the DR. [name withheld] estimates that 58 339 individuals have crossed the border into Haitian territory since June 2015. Evidence from UNICEF programming suggests that persons who should have been protected from deportation under the court's decision, including children have been routinely included in convoys although they do not appear on official manifests. The focus on official border points has to some extent been detrimental to access to services for those being deported through other channels and more exposed to violations of their rights. Real-time coordination of individual cases between actors has also constituted a major bottleneck. Building

up and learning from interventions carried out since June 2015, including with DG ECHO support, this submission aims at setting up integrated and coordinated assistance processes aiming at reducing physical, emotional and administrative insecurity for persons affected by deportations and migratory patterns in the Dominican Republic (DR)-Haiti border area. This will be achieved through: strengthened early detection of persons of concerns; formalized and coordinated case management systems between IOM, UNHCR and in coordination with UNICEF DR country office; assistance including transitory care, basic assistance and logistic support filling in gaps in16 non-official border points ; specialized assistance for vulnerable categories, including unaccompanied children and migrants falling into specific categories (group A + B categories, presumed Dominicans registered through the PNRE); strengthened border monitoring and community referral system around 16 non-official border points in order to improve access to services; Individual advocacy platform building on UNICEF and Christian Aid civil society and institutional networks on both sides of the border.
