OCHA humanitarian coordination, country and regional 2014-2017 (new strategy)

Published title: OCHA 2014 - 2017 (incl. ProCap, GenCap och UNDAC) - Humanitarian Coordination - Country and Regional (new strategy)

US$ millions unless stated. Haitian fiscal year, October to September. FY2026-27 began October 1, 2026.

Description

Sida has already in 2016 decided and agreed on SEK 96,000,000 for 2017. Through this decision, a supplement of SEK 4,000,000 is made, which means a total financing of SEK 100,000,000 for 2017. Also the distribution of the support between country and regional offices as well as technical programs are made through this supplementary intervention decision and attached contract supplement. The main purpose of the initiative is to support OCHA in its mission to implement its coordination mandate stipulated in Resolution 46/182. This mandate is further concretized through "OCHA Plan and Budget 2016". The main purpose of the support is to support Objective 1 "Field Effectivenes", with the following sub-objectives: Strengthened humanitarian leadership In 2017, OCHA's country offices, regional offices

and technical programs will be allocated a total of SEK 100 million (of which this decision pertains to SEK 4 million) with the following distribution: For country offices a total of SEK 78 million: Afghanistan SEK 3.5 million, CAR SEK 4 million, DRK SEK 7 million, Iraq SEK 3 million, Mali SEK 4 million, Niger SEK 4 million, Chad SEK 4 million, Cameroon SEK 4 million, Palestine SEK 2 million, Somalia SEK 4 million, South Sudan 5 MSEK, Sudan 2 MSEK, Yemen 5 MSEK, Colombia 2 MSEK, Ethiopia 2 MSEK, Myanmar 2 MSEK, Pakistan 2 MSEK, Syria crisis (incl. Offices Syria, Turkey, Jordan, Lebanon) 10 MSEK, Philippines 1 MSEK, Ukraine 1.5 MSEK MSEK, Haiti 1 MSEK, Nigeria 4 MSEK, Libya 1 MSEK, Burundi 1 MSEK. For regional offices a total of SEK 13 million: West Africa 4 million, East Africa 2 million, Middle East and North Africa 2 million, Asia 4 million, Pacific 1 million. For technical programs a total of SEK 9 million: GenCap 4 million, ProCap 3 million, and UNDAC 2 million. The above distribution is based on Sida's needs-based humanitarian allocation model. Sweden is OCHA's third largest donor (after the USA and the UK). Sida's support complements the Ministry of Foreign Affairs' core support, the level of which in 2017 will be decided by the government. Last year, the core support was SEK 125 million. In 2016, the Ministry of Foreign Affairs also gave an extra supplement of SEK 70 million, which was earmarked for the field offices. Sida's support complements the core support by allocating it on the basis of needs in each crisis and thus changing from year to year based on the needs determined in December each year (through the Humanitarian Needs Overview and Humanitarian Response Plan). The initial support for 2017 may be supplemented by one or more additional decisions during the year as a result of Sida's assessment of increased humanitarian needs or underfunding in specific contexts.
