Project Paper PPIAF000321: Proposed Second Additional Grant to Haiti for the Emergency Resilient Agriculture for Food Security Project (P177072)

This World Bank project paper, Report No. PPIAF000321, dated 8 June 2026, proposes a second additional financing (AF2) for the Emergency Resilient Agriculture for Food Security Project in Haiti (PARSA, P177072): an IDA grant of SDR 36.6 million, equivalent to US$50 million, of which SDR 21.9 million (US$30 million) comes from the Early Response Financing of the Crisis Response Window. It was made public before Board consideration.

The project's objective is to support beneficiaries' access to nutritious food and to increase climate- and nutrition-smart agricultural production, including in the earthquake-affected areas. The parent financing of US$102 million was approved on 16 March 2022 and a first additional financing of US$50 million on 6 February 2023. By the time of this paper 63 percent of total financing had been disbursed.

The paper reports results to date: over 157,900 students reached by school feeding with nearly 25 million meals, 83,748 person-days of labor-intensive public works including 33,500 for women, 26,465 farmers adopting improved and climate-smart technologies, and recovery support to 24,334 farmers in the earthquake-affected areas. It sets these against a context of intensifying hardship, with internally displaced people rising from about 96,000 in 2022 to over 1.4 million by December 2025.

AF2 adds US$23.3 million to food access, US$18.5 million to agricultural production and US$8.2 million to management, raising total project cost from US$152 million to US$202 million. It extends school feeding to the 2025-2026 and 2026-2027 school years, revises the results framework and moves the closing date from 26 February 2027 to 31 January 2029. The PARSA unit in the agriculture ministry continues to implement, with WFP for school feeding and UNOPS for rural works.
