Public Expenditure Management and Financial Accountability Review (PEMFAR): Improving Efficiency of the Fiscal System and Investing in Public Capital to Accelerate Growth and Reduce Poverty
- Real GDP grew 2.3 percent in FY2006, about 0.6 percent per capita, after a 0.2 percent per capita decline in FY2005.
- Haiti reached the decision point under the Enhanced HIPC Initiative in November 2006.
- On current trends the poverty rate falls only from 55 percent in 2007 to 52.8 percent in 2015, short of the Millennium Development Goal of halving poverty.
- A six-part fiscal package would lift per capita growth by 0.7 points on average and cut the poverty rate to 50.2 percent in 2015.
- Government expenditure controls tightened in 2004 to 2006 mainly by reducing the use of discretionary comptes courants accounts.
This 258-page PEMFAR, dated January 25, 2008, is a joint report of the World Bank, the Inter-American Development Bank and the Government of Haiti, titled Improving Efficiency of the Fiscal System and Investing in Public Capital to Accelerate Growth and Reduce Poverty. It reports that real GDP grew 2.3 percent in FY2006, compared with a 0.2 percent per capita decline in FY2005, and that Haiti reached the HIPC decision point in November 2006. A macro-model finds that current trends would cut poverty only from 55 percent in 2007 to 52.8 percent in 2015. A fiscal package of higher public investment, reallocation of spending, higher tax rates, more security spending and lower collection costs would raise per capita growth by 0.7 points a year and cut poverty to 50.2 percent.
