Haiti Inclusive Political Process Initiative: Regional Programming Option - Final Narrative Report
- Improvements in security and promoting progress of constitutional reform were important pre-conditions for holding elections.
- Security was the primary issue, as most Haitians had been impacted by gang violence in the past year.
- Women and youth were critical constituencies, since women tended to be the most disconnected from political engagement and youth were the least likely group to vote.
- The USG strategy shifted to focus more on citizen security, deemed critical for free and fair elections to take place.
The Haiti Inclusive Political Process Initiative (HIPPI) was a USAID/OTI-funded program implemented by Management Systems International (MSI) in response to the political crisis following the assassination of President Jovenel Moïse in July 2021. The program, which ran from November 2021 to March 2022, aimed to support Haitian-led solutions by increasing inclusivity and compromise in the political transition process. HIPPI focused on working with Haitian actors to increase understanding of key issues, build relationships with diverse stakeholders, and contribute to efforts to increase inclusivity and confidence in the political transition, primarily in Port-au-Prince and other urban areas.
