UNSMIH - Report of the Secretary-General on the United Nations Support Mission in Haiti, Addendum (S/1996/813/Add.1)
- Security improved after the violence of July to September 1996, though armed groups were not reined in.
- Haitian National Police not yet able to ensure its development while keeping security.
- Seven measures of progress for the force and a 12-month work programme approved on November 7.
- Ready to recommend extension of UNSMIH to June 30, 1997 at current strength.
The addendum updates S/1996/813. Security improved after the violence of July to September, helped by steps such as addressing the financial claims of former soldiers, the arrest of several former soldiers implicated in violent acts, and police operations targeting gangs and arms caches, though armed opposition groups had not been reined in. Only 18 months after the first class of police officers graduated, the Haitian National Police still could not ensure its development while keeping security. The report sets seven measures of progress for the force, including deployment according to a coherent plan, operational personnel and logistics systems, and community policing, and notes a 12-month programme of work approved on November 7 at a trilateral meeting. The Secretary-General is ready to recommend an extension to June 30, 1997 at current strength.
